Pinouts can vary between the TO-92 packages and the round ones.
Try moving your transistor around to other positions.
Also, many other FETs will work, perhaps even Roland's favorite, the 2SK30.

Try removing boards and checking the voltages in between removals.
If one of the boards is shorted, the power supply should jump back to approx normal levels and you'll know it's one of the boards.

The 262 is a custom module and I have zero experience with it. From what I can tell by it's panel, it allows much more complex sequences. It appears to really be a divider, not a delay. I recommend replacing all electrolytic caps, but if you don't do this, at least check that the fuses installed are the correct values.
If something dies in the Mini, you'll appreciate a fuse blowing and not something like a power transistor.
